Federal Employers Liability Act The high risk of injury and death in railroad jobs prompted Congress to approve the Federal Employers Liability Act (FELA) in 1908. FELA fundamentally changed the the law of common practice, allowing injured employees to claim damages without having to prove the negligence of their employer.
